출판사서평

그 동안의 경찰간부 및 승진 시험에서의 강의와 학생지도를 통한 경험을 바탕으로 경찰행정학 교재를 출간하게 되었다.

경찰행정학은 기존의 7·9급 객관식 행정학과 다른 출제 경향과 그에 맞는 효율적 공부방법이 있음에도 불구하고 적합한 교재가 따로 있지는 않았다. 이에 그 동안 학생들에게 경찰행정학에 맞는 교재를 쓰겠다고 여러 번 약속을 해왔으나 이제야 약속을 지키게 된 셈이다.

 

7·9급 객관식 시험과는 다른 경찰행정학의 출제경향은 다음과 같다.

 

첫째, 기출문제(7·9급 등) 범위 안에서 99% 출제되는 반면, 상대적으로 정확성을 더 요구하는 경우가 많다. 이는기존의 객관식 행정학 문제들이 80% 정도의 기출문제와 약 20%의 새로운 문제로 구성되는 것과는 다른 출제경향이다.

 

둘째, 새로운 지문이 출제되는 경우보다는 기존 지문을 그대로 출제하되, 예를 들어 서술형을 박스형으로 바꾸는 것과 같이 출제방식을 바꾸는 경우가 많다. 박스형의 경우 하나하나의 지문이 맞는 지 틀린 지를 정확히 판단해야 하는 경우가 많으므로 더욱 난이도가 높아지게 된다. 또한 두 개의 지문을 합쳐서 하나의 지문으로 만드는 경우에는 맞는 부분으로 혼란을 유발하고 부분적으로만 틀리게 하는 경우가 있어 문제를 풀 때 보다 집중력이 요구된다.

 

셋째, 법령과 같은 세세한 문제나 최근 정부조직 개편과 같은 시사적인 문제보다는 이론과 전문적인 기법, 예를들면 무의사결정론이나 직무평가 방법과 같은 문제들을 상대적으로 선호하고 더 많이 출제하는 경향이 있다. 다만 윤리와 부패 관련 문제는 법령과 제도문제를 종종 묻기도 하는데 이런 부분들은 범위가 정해져 있는 경향이 있다.

 

넷째, 전 범위에 걸쳐 고르게 출제하지만 전통적으로 중요한 행정학의 핵심주제들, 신공공관리, 실적주의, 직업공무원제 등은 반복적으로 반드시 출제되는 경향이 있다. , 올해 집중적인 출제가 되었다고 다음에 안 나오는 것이 아니며 심지어는 승진시험과 곧 바로 호환되어 나오기도 한다. 한편 복잡한 계산문제나 너무 오래된 지엽적인 문제는 거의 출제되지 않는다. 결국 지엽적인 문제에 집착하는 것보다는 당연한 문제에서 실수를 줄이는 것이 고득점을 위한 필수라고 하겠다.

 

이러한 경찰행정학 출제경향의 의도는 한마디로 행정학의 핵심내용을 정확하게 이해하고 숙지하라는 것이다. 효율적인 공부방법은 다음과 같다.

 

첫째, 기출지문을 완벽히 소화하는 것이 필요하다. 일반적인 객관식 시험과 달리 상대적으로 새로운 내용이나 지문으로 구성된 모의고사 문제는 크게 도움이 되지 않으며 오히려 혼란을 가져올 수도 있다. 기존 기출지문을 이해하고 숙지하는 것이 보다 바람직하다.

 

둘째, 기출문제의 완벽한 소화란 이해를 바탕으로 이루어지는 것이다. 물론 일반적인 객관식 행정학 시험에서도 이해를 강조하긴 하지만 경찰행정학은 더욱 그 성격이 강화된다고 볼 수 있다. 지문을 더 정확히 기억하는 것이 바람직한데, 행정학의 특징상 이러한 기억은 이해를 바탕으로 해야 정확하며 오래 가게 된다. 아울러 기출문제의 지문 자체도 너무 많고 더 높은 정확성을 요구하는데 단순 암기를 하게 되면 반드시 실수를 범하게 된다.

이해는 암기의 양을 줄여주며 정확성을 높여준다.

 

셋째, 출제가 세부적인 법령이나 최근 시사적 내용보다는 이론 중심 및 전문기법 중심으로 이루어지는 것도 상대적으로 단순 암기보다는 이해가 더욱 중요하다는 것을 시사한다. 지엽적인 내용에 집착하기보다는 주요 핵심이론을이해와 암기를 병행하여 학습하고 관련된 지문을 숙지할 수 있도록 반복적으로 풀어 보는 것이 필요하다.

 

본 책은 크게 3가지 특징을 가지고 있다.

 

첫째, 양적 측면에서 경찰행정학의 이러한 기출경향을 분석하여 이를 기준으로 필요한 내용을 재정리한 것이 특징이다. 기존의 객관식 행정학 교재들이 20%의 새로운 문제와 경찰행정학에서는 거의 출제되지 않는 부분을 포함하기 때문에 너무 양이 많고 복잡했던 것을 재정리하였다.

 

둘째, 질적 측면에서는 단순 암기를 위한 서술방식을 지양하고 논리적 연계를 통한 이해가 가능하도록 문장들을 논리적으로 배열하고 서술하였다.

 

셋째, 한편 불의타 문제들의 경우 기존의 행정학 교과서들과는 달리 학습량을 늘리지 않고도 문제를 간단하게 해결할 수 있는 유용한 풀이기법들을 제시하였다.

 

본 책은 많은 분들의 연구 결과를 인용하고 있다. 그럼에도 불구하고 일일이 인용을 명기하지 못하였음을 죄송하게 생각하며 지면을 빌어 감사하고 싶다. 특별히 위계점 선생님에게 많은 감사를 전하고 싶다.
